Capacity Building

1. WHAT WE DO

The Capacity Building division deals with the National Sports University (NSU), Manipur and Lakshmibai National Institute of Physical Education (LNIPE), along with matters related to grant-in-aid provided to them.

At present, the division is responsible for implementation of the Human Resource Development in Sports (HRDS) Scheme and the Retired Sportsperson Empowerment Training (RESET) Programme.

2. ROLES AND RESPONSIBILITIES

The main contents under Capacity Building are as follows:

(i) Matters pertaining to National Sports University (NSU), Manipur.
(ii) Matters pertaining to Lakshmibai National Institute of Physical Education (LNIPE), Gwalior.
(iii) Retired Sportsperson Empowerment Training (RESET) Programme.
(iv) Academic Courses and Curricula related to sports and physical education.
(v) All matters pertaining to the HRDS Scheme.

(i) NATIONAL SPORTS UNIVERSITY (NSU)

The National Sports University (NSU) in Manipur was established under the NSU Act 2018, passed by Parliament, to impart education in the fields of Sports Sciences, Sports Technology, Sports Management, and Sports Coaching.

It also acts as a national training centre and promotes local sports and community health through various programs and international collaborations. Its core duties include developing courses, research, and training, promoting sports excellence, and bridging gaps in national sports development.

(ii) LAKSHMIBAI NATIONAL INSTITUTE OF PHYSICAL EDUCATION (LNIPE)

Lakshmibai National Institute of Physical Education (LNIPE), Gwalior, Madhya Pradesh, is a leading Deemed University under the Ministry of Youth Affairs, Government of India.

It promotes excellence in sports and physical education through high-quality teaching, research, and training. It also serves as a key resource for sports development in India, promotes mass sports participation, and guides other institutions.

(iii) RETIRED SPORTSPERSON EMPOWERMENT TRAINING (RESET) PROGRAMME

The Ministry launched the RESET Programme on August 29, 2024, to support career development of retired athletes.

The programme provides opportunities for skill enhancement through internships with sports organizations, competitions, training camps, leagues, and educational institutions under the Ministry.

It also offers placement assistance, business guidance, and other support services. The first batch of the RESET programme was conducted at LNIPE, Gwalior from 4th October 2024 to 7th December 2024.

(iv) HUMAN RESOURCE DEVELOPMENT IN SPORTS (HRDS) SCHEME

The Human Resource Development in Sports (HRDS) Scheme by the Ministry of Youth Affairs & Sports aims to build sports expertise by funding training, fellowships, research, and knowledge exchange.

It supports athletes, coaches, officials, and academics in sports science, medicine, and coaching, with a focus on self-reliance and elite performance.

The scheme promotes skill development, international exposure, and creation of quality sports literature.
